So... if that is your preference, apply for EPIK and turn down JET. That is, if you can make the deadline with the required docs before the positions are filled. I imagine JET may not be quite as desirable as it once was, before the tsunami.

You've already spent time in both countries. You are proficient in both languages, or so it would appear based on your signature, and you already have your leanings insofar as "COL" and "foreigner friendliness." And you state the advice given to you is "contradictory." So what exactly are you asking for here, permission? Seems as if you're well on your way without it. Make the decision based on what is best for #1, you, and don't look back.

I say ACCEPT the offer with JET and explore JAPAN... cus JET is sorta difficult to get in... as long as you have BA or BS you can easily get a jop in Korea.

Well, JET does place outside of Tokyo, so you could get a different experience than when you were abroad for a year. JET is a really solid program and not as flimsy as EPIK. I'd do JET for one year and then consider moving to Korea.
