While TOR is definitely the most "anonymous" way to surf, provided you set your browsing up correctly as well, it is also terribly slow due to a lack of exit nodes.
Web-based proxies can be fine for largely text-based web browsing, however I wouldn't ever pay for a simple proxy service.
I pay ~$50/year for a very good VPN connection with an exit IP in the USA. It gets around all of the blocks, and is unmetered and fast. Search around for VPN reviews, I use StrongVPN, but if you want a Canadian endpoint, you will have to select a different provider - I believe WiTopia has endpoints in Canada, though you may have to use their software to connect to the VPN, depending on your computer's setup.

The Globe and Mail is Canada's second lest irritating newspaper, and its only decent national one ;)

I had to use CBC when Globe and Mail started getting blocked. I recently started reading Huffington Post and was happy to discover there was a Canadian version - but was hardly surprised that it was blocked, as they tend to block left of centre type news publications. It sucks but I wasn't surprised.

No, The Globe and Mail is a reputable Canadian newspaper (I didn't know what The Daily Mail was, I had to look it up on wikipedia). I'd say The Globe and Mail is fairly centrist, occasionally left of centre. I'm Canadian and it's my news source of choice, and I was frustrated a few months ago when it started to be blocked. I had to start reading CBC News, and National Post, neither of which I particularly enjoy, though CBC isn't bad.
