Does anyone have any advice on whether it's better to teach completely different topics with the lowest levels than what is being taught with the higher levels? I've noticed that with what I thought was an EASY topic "What do you want to do after high school?" that the low level girls just stared.... is it better to just do vocabulary drills with the super low level - or is the staring just normal?

For "What do you want to do after high school?" - this specific question is difficult to answer for many 1st graders who are low level because either they haven't thought about it before or they are not certain since it is driven by socio economic matters. THis is more true if you teach at a commercial high school (상업) for both 1st and 2nd graders. Students have a better idea at a regular high school. However, in general, the students in the low level English classes tend to be less ambitious and have less certainty about what they want to do then their classmates in the middle and high English classes. This is what the co-teachers have told me at both the commercial and regular high schools.
You can do the same lesson for all levels, but maybe make these changes:
- different activities (make middle and low classes the same activity and a very different one for high classes)
- more repetition drill for the lower classes
- more simplified study phase for the low classes
- speak in more short and simple sentences to the low classes

I'm not sure if you found anything yet but here is a copy of one of my lesson plans. It's filled in so you can get an idea of what to write on it.
