Anyone know the story of crazy yelling guy at Seoul Station?

You know who I mean.  The guy who stands next to the escalators that go down to the Line 1 and 4 metro tracks.  He's always there, at least during the day, holding signs and yelling something in Korean, over and over again.

From what I can gather from the English part of his signs, he says he was poisoned at the Korean Consulate in Chicago in 2006(?) by the Korean Central Intelligence Agency, and they've been doing bad things to him ever since.  That's kinda the gist of it, I try not to stare directly at the signs he's holding for too long, since he's obviously mentally ill.

It's just that he's so...professional about his craziness.  He's always there, dressed relatively well, repeating the same thing.  Then I guess he goes home, probably at the same time every day.  And the English on his signs is more coherent than a lot of English signs made by major corporations here.  Does anyone know any more of his story?  How long has he been doing this?  How does he survive?  What was he doing in Chicago?
