Most of the police in Korea are unarmed. A lot of those who are armed, don't have real guns, they have tasers, or those pepper guns.

Ah, my apologies, I misread that.

I did a bit of research though and the biggest way criminals in Korea do access handguns and other restricted weapons is through the military--cases of soldiers stealing guns or using them to commit violence has spiked recently.
