leaving korea with bills unpaid...

Has anyone ever done that? For example, if you left korea in a hurry and forgot to pay your electric or gas bill. Can the landlord try to seize your bank account?

Don't do it. It causes a hassle for both your school and the next NET.
For some reason, I'm not sure if it's still done now, but when we first came we heard stories that people left...their apartments in a really gross state. I'm talking about used ******s and ******* everywhere. Also, as for bills, it's either the new NET who has to pay everything or the school who will make the new NETs initial thoughts on Korea unbearable, just because someone wanted to save a couple of bucks.
In my eyes, it's really not worth the stress. Pay the bills before you go. Plenty of people have done it, it's neither funny nor cute. Bad juju abound to leave matters in a disarray; karma's a scorned woman who never forgets.

If you know you're going to leave in a hurry, then you're not in a hurry.
Leave some cash with your co-teacher to cover these expenses.
Funnily enough, people who leave in a hurry don't seem to forget to collect their last pay packet.

The NET before me actually left before his bills came in. However, he explained this to me and left money with me to cover his bills.
When I left my first gig, I left money with my co-teacher and explained to her that the money was for my bills.
It's only courteous to pay your own bills. No need to be a deadbeat.

I don't understand. So you leave Korea but leave you money in a Korean bank acct?
