to add to comments about bullying being swept under the table:
at my winter camp I'm getting students to make a documentary about any subject they want, one group chose bullying, they wanted to interview students, give facts about how big a problem it is in South Korea and offer their advice.
But...when my Principal got wind of this he said we couldn't do this. His reason was that 'bullying is a hot topic' well this is precisely why the students chose this topic. Basically he didn't want any students to talk about their experiences with bullying and show the school in a bad light (I said the video would only be shown in the camp classroom), also, the school did a survey in December and 'there's no bullying in the school' (yeah right!!)
I then compromised and said we'd have a more general focus and look at the problem in Korea as a whole, but still a no! gggrr
so I can completely see how this is being swept under the carpet - do a random survey which no student honestly answers, take the answers as true and hey presto no bullying in our school!
