Russian and Mongolian Tourist Visas by Post?

Does anyone know if you can obtain a Russian and Mongolian Visa by post, without going through a Tour Agent?
Planning on doing the Transiberian in August, but live in Jeju so it's too hard to get to Seoul.

Any info is much appreciated!  :)
