What sort of things do you like doing? Drinking, dancing, just hanging out and eating?
The most popular bars for foreigners are in the downtown area. German Bar 1, German Bar 2, Speakeasy, and Tequilaz all are foreign bars. People might also go to SoulTrain, Holic, and a few other places.
Restaurant wise: First Alleyway is usually a hangout spot for foreigners, and is expat-owned.
Really, downtown you're bound to bump into somebody at some point. Me, I like hanging out in the cafes.

I like to hang out in rivers and at the beach. Does anyone know where I can catch some fresh mountain/spring water for drinking?
GoodMorningGwangju:
Hmm, I wouldn't know much about fresh mountain springs. Someone else might, though. As for beaches, you'll probably have to go an hour or two outside of Gwangju to visit those. But there is the river, at least.
If you're not on it already, join this Gwangju facebook group. We don't bite, usually. http://www.facebook.com/groups/2330675731/

I am more likely to see a foreigner if I go to a Starbucks in downtown.
You can check out the Gwangju International Center (GIC) in downtown. It's pretty much an organization that helps out foreigners. They offer Korean lessons, the ability to check out English books/movies/music, and trips around Korea.
