What grade levels do you teach? Public school or hagwon? What is your class size? What is the class composition (co-ed? all girls or boys?) Do you have a co-teacher? (and do they show up and contribute to your class?)
Methodology will vary accordingly, please provide more detail.

I have a few suggestions. Of course, if it will work for you will depend on how much leeway you have at your school. A helpful suggestion that I took away from my EPIK orientation 3 years ago was to use a classroom timer. You can find them on the Internet, just google 'classroom timer' Set the timer for the class length. Start it at the beginning of class and then stop it whenever it gets too loud. Class will end when the timer is zero. They seem to learn pretty quick to keep quiet in order to leave on time.
I also choose a TV series to show my kids each year (I have high school students) When we finish class up a little early, they get to watch about 5-10 minutes each class period. It's just enough to tease them into wanting to see what happens next. So, if my students start getting loud, I simply stop talking and wait. I will write on the board that if they keep talking they will not have time to watch their show. The kids will discipline each other to be quiet so we can get through the lesson and watch the show.

I have a whistle on a string around my neck. I can attest that I rarly blow into it. Sometimes all I do is raise it to my lips and the students all cover their ears. I can count on one hand the number of times I've actually blown into it.
If you are working GEPIK EPIK or SMOE a big part of the classroom managment responsibily is in the hands of the co-teacher. I have one person opperating the Power point while another teacher walks around the room conducting drills. Stand within the zone of the most problems and see how quickly their behavour changes and how quickly this influences the whole classroom

I have recently started something that works for most of my students... I teach first graders to middle schooler. I'm at a hagwon so my classes are a maximum of 8 students. What I do is write everyone's name on the board and if they act out of line, they get a X put by their name. When they reach 3 X's they will have to stand in Time Out in the corner in front of the class. It's kind of embarrasing for them when someone actually has to do it. Good luck finding a good method though!
