best free programme to record in mp3?

I want to record some notes in mp3 format. Anyone know of a good programme for free that does this. I want a free programme not just one that is free for 30 days.

do you have a smartphone? an iphone or like? there's a voice notes app on there.

windows should have a voice recorder program too?

if you're a mac user, there's garageband... also a "podcast" app in the utilities menu.
