Transferring from IMOE to SMOE

Has anyone ever transferred or tried to transfer from Incheon Metropolitan Office of Education (IMOE) to Seoul Metropolitan Office of Education (SMOE)?

Is there any type of transfer procedure or would it be like applying for a completely new position?

Changing education offices means having to reapply again.  There is no transfering between MOE's.  If you do change MOE's, your pay level goes back to the lowest because you are starting over again with a new MOE.  You can change schools WITHIN your MOE without reapplying.

I had a feeling that's how it would be. Though I did work in the public school system in Mokpo, Jeollanamdo for one year before I moved up to Incheon and the IMOE recognized my experience there and put me up a pay level.

Not me personally, but that was the situation for the native teacher whom I replaced at my first school. She transferred to SMOE, and I believe she had to apply all over again from scratch. It's one of the reasons why I'm reluctant to change MOEs, since the idea of having to apply all over again from scratch is a real turn-off to me. I don't want to go through the tedious hassle of applying all over again as though I'm applying to work in Korea for the very first time...annoying.
