It is free to use the video call but to make telephone calls you need to pay like anywhere else. If you are having a problem still then uninstall and try again. It sounds like you might have to add your contacts manually if you can't get it to go automatically. I set my account about a year and a half ago so I don't remember how the procedure went but I didn't have contacts on an already made list. I had to add them manually. It sounds like you are doing something different, you mentioned linking accounts and that is probably the problem, just add them. Although I don't see how adding contacts amounts to your profile being 82% incomplete.
