This is not first hand information, but I did hear of someone trying to do something similar.
They were told in exceptional situations, one could transfer schools within the same education office area mid-contract, but not elsewhere. You might check with someone more official for a more certain answer, though!

i highly doubt it will be possible. In order to change cities, (if you're with Epik) you'll have the reapply again from the beginning e.g choose your top 5 cities, go through orientation etc.
