Are your students high level?  I think the worksheet might be too difficult.  Some of the sentences are pretty complex ("There are not enough places for drunk people to go to the bathroom late at night.")

For Part A, perhaps you could make it a matching exercise?  Make the students draw a line between the correct answers.  (Do one example for them).

Part B just seems really difficult.  Do they know that they can get the answers from Part A? 

Part C is basically just "Do Part B again", and if they can't do Part B in the first place....

I have to agree with Spacerook, I took one look at it an realized unless your students are extreamly high level it is too complicated.
I think part A would def be better has a matching excercise
also it looks in word like the directions are not highlighted so that too is confusing.
The directions are also very unclear for ESL students. Remember simplicity is your friend
Also they may have simply refused to try becasue there is so much text on the sheet, I know often when my students see a ton of text they shut down-this is the case with a worksheet, PPT or anything really. If they don't see at least some pictures they aren't interested.
Just my opinions- I don't know your students so it is hard to say
