Need help explaining this answer

A TOEIC teacher asked my help in explaining this question. Had a hard time. Any help would be appreciated.

Dr. Sato was the featured speaker at last month's international ___________on economic policy.

A. committee (correct)
B. proposed
C. convention
D. introduction

Can't explain why convention is not the right answer.  Thanks in advance.

Both committee and convention are appropriate. This question is insane.

A bit of a stretch,  but perhaps it is implied that it is a monthly event?

Usually the words 'International Convention" are part of a title, so they would normally be capitalized.

Convention is correct.

I'm frankly not sure committee is correct.  A committee is a group of people.  Surely, it should read "featured speaker of ..." or "featured speaker at last month's  international committee meeting."
