Am I qualified?

Hello! I'm trying to look for a work in South Korea as an English teacher? Though I'm not from the countries that were mentioned.

I'm from the Philippines but I graduated with the degree in Teaching English for High School students or below.

Will I be qualified? Or Native speakers are the only ones qualified?

You won't qualify for an E2 visa to teach English but if you have another type of visa, there are a few jobs around advertising for non native speaker English teachers.

Unfortunately you almost certainly won't be able to work here.

The E-2 Visa (Which is what the vast majority of teachers are on) requires you to be a native speaker from one of the seven listed countries. (Australia, Canada, New Zealand, South Africa, UK, Ireland, USA)

If you were able to get an F-series visa you would be technically able to work, but you would find it almost impossible to get hired, as most places are looking for native speakers.
