Noise in apartment and ear plugs?  Who uses?

I hate them but swear by these ones.  Soft and fit well to ear.  (Those 3M ones hard, but I buy a pack or two of them for the plastic carrying cases included.)

New upstairs neighbors.  Not too terrible most of the time.  But occasional noise or dog barking (which is usually quiet) can still wake you up.  (I had no neighbor directly above for 2 years until a week or two ago.  Renovations going on before that.)
I can see.  I can see.  I can see....

I use them all the time.  I have a ten-year-old daughter and live
in a study room. So, there is always somebody running or shouting.
I like a 20 minute nap after lunch before I start at 2pm.

I have seen two kinds at Daiso. Orange, 3M, ones and other yellow
ones.  The 3m ones are the best.

I have a small air purifier for white noise because I can hear someone's tv. If woken up I put ear plugs in. and scream HAJIMA at the ceiling.

Ive lived in six different apartments in Korea. Five of them have had neighbors from hell either beside or above me who never seemed to sleep and seemed to be running a 24/7 moving company. Not sure how noise laws here work but no landlords or police ever helped and always said there was nothing they could do other than leave a not in the elevator.
But I digress. Headphones and YouTube consisting of a vacuum cleaner or lawnmower sound was my only solution to sleep/sanity. Ear plugs work ok but do lesser to deaden the noise of thumps and bangs that a white noise does.

I sometimes hear my neighbor walking around. It's a living nightmare. Don't these people realize that if they just built suburbs instead of concrete shoe-boxes then I wouldn't be mildly inconvenienced like this?
