"A straw has a hole" means its defective or damaged.
A straw has two openings BY DEFINITION and zero holes if well made.
Now, you could say a piece of plastic cylinder with a hole at each end IS a straw, but there really isn't a hole at the end: that end has no covering side at all.
So, the answer is zero.
"Two holes" as an answer misrepresents what a hole is.
Just poke a pencil through the middle if a piece of paper and show students that as a hole.
Cut off the entire side of a box and it would not be a hole.

But what about those coffee stirrers? Can we count them as straws?

No one is claiming necessary
and sufficient
conditions of a definition.
A pipe is not a straw, though both items are cylindrical without ends.
It's about the concept clarification of the word "hole" not that of straw.

What about twizzlers?
Well, they are labeled as "candy straws" by the company.
https://youtu.be/pRYybHWWJ84
Children love to bite the ends off and blow.
And some people bite the ends off and suck, i.e., use them as straws.
https://youtu.be/3Xeeu2qfEUM
But this is beside the point.
The teacher is trying to teach students how to use the word "hole". The student already knows what a straw is.

VanIslander and his... suggestive posts!
Also, if we want to discuss straws, why not just ask one of our resident strawman experts?

I must be getting old. It took me a minute to understand what Kyndo was saying. This is a teachers' frequented website. We usually post from work. Let's focus on the student's question.
Coincidentally, one of my classes had a birthday unit today with vocabulary "blow" along with "candle". There were straws in the picture. No student has ever asked me how many holes were in a straw. Is it even a real student question seeking to learn about the word "hole"?
