setting up a paypal account in korea

Can someone please tell me how i can setup a paypal account here in korea or even if its possible to do so?  Ive tried just recently and been getting all kinds of errors.

You cannot link a paypal account to a Korean bank account without a Korean ID number, an alien registration Number will not work. Paypal claims it is some "government regulation" and will do nothing to change that. You can tie your Korean credit card to a paypal account to pay with. An actual credit card, not a check card.

Just link it to your bank account back home. It's WAY less hassle.

I have a check card from KB, I was able to set it up with PayPal with no problems.

I have a check card from KB, I was able to set it up with PayPal with no problems.
I have a check card from Shinhan, and I could link it to PayPal no problem too.

but do you have Korean citizenship?  Neither KEB/Hana nor KB seem to be working for me.  I'm guessing it's because of my ARC.

My Paypal is linked to my NH visa bank debit card. I didn't have to submit my ARC info.

Mine's a check card - KB wouldn't give me a credit card. I just added the card, and I wasn't asked for my ARC number. I have 2 KB cards, one which works overseas and online, and one which only works in Korea and for transport - both of them work on PayPal.

You aren't really linking those. All you're doing is using visa/mastercard to pay through paypal. When we talk about linking we're talking about connecting a bank account directly to paypal so that you can withdraw or add funds directly to your bank account through paypal. Only citizens can do that in Korea, paypal claims it's goverment rules.

My post wasn't in reference to linking anything to my PayPal account, and I wasn't contradicting that information.- Earlier in the posts it was stated that you could use a Korean credit card, and not a check card, to pay through PayPal. I use my KB check cards to make payments through PayPal, and as it's not the easiest for foreigners to get a credit card in Korea, I thought that information might be useful to the OP.

It is possible to use PayPal in Korea...but you must use the following steps to the letter:

1. Invest in a reliable VPN service that allows you to get a dedicated IP address (you will see the importance of this in the following steps)

1a. The dedicated IP address means you and only you will have access to this address.

2. Open an account with an online challenger bank...aka digital bank (e.g. Revolut, Monzo, Ally etc)

3. These banks will allow you to have an account in your home country, and they will send a bank card to you wherever you are

4. Use your dedicated VPN IP address to open a PayPal account if you don't have one yet, if you already have an account just log in...YOU MUST USE ONLY THE DEDICATED IP ADDRESS because the regular public VPN IP addresses have most probably been misused by others and flagged by PayPal, so if you make the mistake of accessing your PayPal with one of the flagged public addresses your account will get banned.

4a. Obviously, use your home address in your home country as the address you register with on paypal.

4b. The point of using the VPN iss to get around the security blocks Korea has on financial services like PayPal, western union etc...if you access these sites with a Korean IP address, you will be redirected to the Korean version 100 times out of 100 with zero ways to access and use the global versions.

5. Now that you have your VPN set up, digital bank account set up and your PayPal set up...you can link the PayPal account to your digital bank (using card and account number if you wish, or just one)...and you can freely withdraw and transfer money between the two.

6. You can send money between your Korean and digital bank accounts through SWIFT transfers...some digital banks allow you to add money to the account using a debit/credit card...but this doesn't always work (though in my experience Citibank Korea cards work with Revolut...but not the other Korean bank cards).

They all lie their racist asses off claiming that.  While I am sure there is some red tape, they still can but they choose not too.  It's still the companies fault though.  A lot of crypto sites claim this too for a long time whereas gopax still let foreigners on.  So, there was no government rule preventing them.  They lied.  Now since then the government did shut down or restrict many crypto sites including gopax.  But the companies just choose to be ignorant and not accommodate foreigners even with "government regulations".

On the whole PayPal is useless here though.  Open it up next time you visit home.  Use a relatives phone number (maybe land line). 
I still never got any previous warnings to make me muted.  I never got any reason for being muted.  I guess the moderators of this site are just fat loser assholes who do as they feel.  Just because they feel like it or were losing an argument.  Dumbass morons!!!

But you canÂ’t withdraw funds from PayPal to your Korean bank accountÂ…unless you meet the requirements (korean nationality being one of them):
